Getting Character from ASCII Values

Is there a way to get the string equivalent of a given integer ASCII value? 
In other words, a function foo() where foo(65) would return 'A'.  I tried
the strchar() function, but it didn't seem to work right (and the manual
does say that it's non-portable).
