My reading of http://opensource.org/OSA/nominations.php is that they do
accept projects. VideoLAN and pango were awarded a Merit Award in Jan 2004.

If you want to nominate a person, then nominate Roberto Ierusalimschy,
as the project leader and chief architect of Lua.
