Yeah, I was sorry I asked before the answer came back, because I realised
as soon as I read my own post (applying English semantics, aka thinking)
that there is nothing about being a preloaded pacakge which is mutually
exclusive with being a loaded package. Indeed, it is rather useful to
be able to tell that a package was preloaded before it was loaded (that
sounds weird, but you know what I mean :-)
I was about to provide an analogy, but it was a sporting one (a type of
analogy I can barely abide myself) and based upon Australian Football
(which has to be considered abstruse in the extreme on any global mailing
list). So I shan't.
