It's indeed a suggestion to split to two functionalities in two
different packages :)
What I would do is provide a function that takes a header, a charset
specification, a "q" or "b" mode, and return the encoded string.
Ok.
The most common charset is ISO-8859-1, which is enough for us Latin
people.
I need UTF-8 at a bare minimum.
The encoding doesn't care about the charset, though.
