It would be fairer to say that of the many operating systems and C
implementations that were current when ANSI C was being standardised
(and don't forget, Windows was not one of those) only Unix is still
important today. In addition to which this new fangled operating
system called Windows has risen in importance since the
standardisation of C. The real issue is why didn't the designers of
the Windows API make it a better match for the existing features in
standard C?
Obviously C and Unix grew up in the same mad-house, they're bound to
share a little something.
