FIFO-Matriz and vetor

How to build FIFO for simple matriz- (vetor)?  
Only table.insert and table.remove, please sample


And possible make FIFO for bi-dimensional matriz

m={{10,20,30},{40,50,60}}
table.insert(m,1,99)
objetive result after 5 repeat   m={{99,99,99},{99,99,10}}
