pbLua Beta 14k - adds EncodeIR() function and IRLink Tutorial

All,

I've released yet another Beta of pbLua, this one fixes no bugs
but adds the new function

EncodeIR(data,mode)

which returns a string suitable for sending to the HiTechnic IRLink
to control PF motors, trains, and even RCXen.
