This is pretty off-topic, but resource forks are not metadata. For example, a Mac OS 9 application typically has no data fork, only a resource fork. And many Mac OS X applications have a resource fork containing critical resources.
It's true though that a useful file copy would (at least optionally) preserve metadata.
