My guess would be that space in "Program Files". Try something like
'"C:\Program Files\TortoiseSVN\bin\subwcrev"' to ensure the string is
quoted when it's passed to the OS.

I haven't tried it, don't know if it'll work. However, spaces are a
constant problem in Windows.
