As far as I know, since the beginning Apple has been banning
applications from its store for the most bizarre reasons. They do not
seem to worry about being coherent or consistent.

Of course, from a technical point of view there is no such a thing
as "originally written" in a specific language. They cannot enforce
that rule because there is no rule there. But that "rule" has a clear
effect of making most programmers afraid of using tools that would
make easier to port their programs to other platforms. And it gives
Apple more ammunition to continue banning applications they do not want
on its store, whatever the real reasons. (By the same token, other
applications that "break the rule" but do not bother them will continue
to be allowed.)
