The pl.xml module does this:

Uses Roberto's pure-Lua parser when it can't find luaexpat. It uses a
modified version of the stringifier from Mathew Wild's Prosody.
Plus, it provides an implementation of the 'htmlify' pattern as used
in Orbit for generating XML.
