Perhaps, but Python hasn't got one out of the box and is much used 
anyway. An IDE could be an interesting step after standard libraries, 
distribution and package manager (not necessarily in this order).

I now digress, but simple, easy to use graphics and/or an UI builder 
could really made a language popular. But that would be a long distance 
down the road and certainly not worth dispersing energy now.
