I get 23 hops to 139.82.59.22 (rdc3.rdc.puc-rio.br) from my public IP, but
then it seems ICMP is blocked after that. rDNS looks sane to me, though:
% host 139.82.16.205
205.16.82.139.in-addr.arpa domain name pointer ogum.inf.puc-rio.br.
% host 139.82.59.22
22.59.82.139.in-addr.arpa domain name pointer rdc3.rdc.puc-rio.br.
www.inf.puc-rio.br CNAME is ogum.inf.puc-rio.br.
