Not exactly. strict.lua is a runtime checking system, and the article
is discussing static (that is, using only the source code, not any
runtime state) analysis.

The poster makes the point that these tools are great, but you have to use them and on large projects, not everyone does and run time checking is usually not baked into the shipping project, so violations can, and do, happen.
