On sticking to plain text, if you set it to plain text by clicking on
the underlined A at the bottom of the editing screen, you can switch
to plain text and it will stay that way, at least until you reply to
an HTML email. This is approximately the way Gmail worked before the
new GUI.
On the top-quoting by default, I know of no way to change that
default. But I detest it.
